Pat Welsh (née Patricia Anderson Little) was born on February 11, 1915 in San Francisco, CA to Paul T. Carroll and Edith A. Atkins.  She had a younger sister named Jane.

Welsh was a graduate with a Bachelors (Letters and Science) in public speaking from the University of California at Berkeley in 1936/37. Her first job outside of graduation was playing a child on a soap opera broadcast on a San Francisco radio station. This was as far as she got into acting.
It wasn't until the 80's that she was rediscovered by Ben Burtt at Seawood Photo in San Francisco.

She was married to Tom E. Welsh (1961 - 1995) until her death from pneumonia on January 26, 1995 in Green Valley, AZ.

Miscellany
Welsh had a license plate on her car which read: I LOVE ET

Welsh was paid $380 for her voice work in E. T., AS E. T., it has widely been thought that Debra Winger was the only voice, but Winger only provided the temporary voice track for E. T. until Pat Welsh's was inserted.

She was at one time an elocution teacher.
